The Office of the Special Prosecutor (OSP) has officially declared former Finance Minister Ken Ofori-Atta a fugitive and a suspect in four high-profile corruption investigations.

These cases involve major financial transactions and procurement deals, raising concerns about accountability in public service.

Here are the key cases under investigation:

  1. National Cathedral Procurement Scandal
    Ofori-Atta is being investigated over procurement irregularities related to the controversial National Cathedral project. The project, which has faced public backlash over funding transparency, is under scrutiny for possible financial mismanagement and procurement breaches.
  2. Strategic Mobilization Limited (SML) Contract
    The OSP is probing a contract between the Ghana Revenue Authority (GRA) and Strategic Mobilization Limited (SML). The deal, allegedly worth billions, was signed under Ofori-Atta’s tenure and has raised questions about its legitimacy and financial impact on the state.
  3. ECG and Beijing Jao Loss Reduction Contract
    Another case under investigation involves a contract between the Electricity Company of Ghana (ECG) and Beijing Jao, aimed at reducing system losses. The OSP is assessing whether due process was followed and if the contract resulted in financial losses for the country.
  4. Health Ministry’s Contracts with Service Ghana Auto Limited (Ambulances Deal)
    The Special Prosecutor is also looking into contracts awarded by the Ministry of Health to Service Ghana Auto Limited for the procurement of ambulances. This investigation seeks to determine if procurement rules were breached and whether funds were mismanaged.

According the OSP, Kissi Agyebeng, despite multiple invitations for questioning, Mr. Ofori-Atta has refused to cooperate.

He opined that the former finance minister’s legal team claims he is indefinitely out of the country for medical reasons.

However, the Special Prosecutor insists he is a fugitive and has vowed to take all necessary steps to bring him to justice.
