Mahama Boosts TOR Leadership with Edmond Kombat as New MD

President John Mahama has elevated Edmond Kombat as the Acting Managing Director of the Tema Oil Refinery (TOR), replacing Dr. Yusif Sulemana.

The announcement was confirmed in a statement issued by TOR’s Corporate Affairs Directorate on Thursday, May 2, 2025.

Edmond Kombat, who has served as Deputy Managing Director since February 2025, brings a wealth of experience in the energy sector to the helm of Ghana’s premier refinery.

His professional background spans various leadership roles, including work at the Ministry of Energy, the Bulk Oil Storage and Transportation Company (BOST), and TOR.

He is also noted as a co-founder of the Institute of Energy Security (IES) and has contributed to strategic energy projects in countries such as South Africa, Tanzania, and Mozambique.

The change in leadership comes as the refinery continues its transformation agenda aimed at strengthening operations and boosting its contribution to national economic growth.

TOR’s management and staff are expected to rally behind Edmond Kombat as he steers the refinery through its next phase of operational and strategic developments.

The Tema Oil Refinery remains a critical national asset in Ghana’s energy landscape, with the new appointment signaling the administration’s commitment to revitalizing the downstream petroleum sector.
